To address the Planning Commission please complete a yellow speaker request card located at the entrance and give it to the City Planner. Your name will be called when it is your turn to speak. Those wishing to speak on a LISTED AGENDA ITEM will be heard when that item is addressed. Those wishing to speak on an item NOT ON THE AGENDA will be heard at this time. State Law prohibits the Commissioners from taking action on any item, not on the agenda. Individual speakers are limited to five minutes each, unless, for good cause, the Chairperson amends the time limit.

The Planning Commission reorganization is scheduled for July 8, 2025, or as soon as possible thereafter in the event of meeting cancellation.

All matters listed under the consent calendar are considered routine and will be enacted by one motion. There will be no separate discussion on these items prior to the time the Planning Commission votes on them unless a member of the Planning Commission requests a specific item be removed from the consent calendar for discussion. 

Recommendation to the City Council regarding Conditional Use Permit (CUP) 25-003, Site Plan Review (SPR) 25-032, Development Agreement (DA) 25-001 and determination of exemption from CEQA: a request to approve a Cannabis Retail establishment (“Rilano”), expand an existing 2,137 square-feet commercial retail space an additional 1,306 square feet, totaling 3,443 square feet of cannabis retail space, and associated tenant improvements, within the Mixed-Use Overlay District (MUOD) / Commercial (Regional or Community Shopping Center) C-3A zone, located at 216 E Rowland St, Covina, CA, 91723 (APN: 8451-001-019).

  • Staff Recommendation:

    Staff recommends that the Planning Commission adopt Resolution No. 2025-009 recommending that the City Council approve Conditional Use Permit (CUP) 25-003 and Site Plan Review (SPR) 25-032, with the attached Conditions of Approval, and make a determination of exemption from California Environmental Quality Act (CEQA) ; and Resolution No. 2025-010 recommending that the City Council adopt Development Agreement XX and make a determination of exemption from CEQA.

Recommendation to the City Council regarding Conditional Use Permit (CUP) 25-004, Site Plan Review (SPR) 25-039, Development Agreement (DA) 25-002, and determination of exemption from CEQA: a request to approve a Cannabis Retail establishment (“Zen Garden”) within a 3,956 square-foot commercial retail space, and associated tenant improvements, within the Covina Town Center Specific Plan (CTCSP) / Mixed-Use (MU) District zone, located at 125 S Citrus Ave, Covina, CA, 91723 (APN: 8444-001-018).

  • Staff Recommendation:

    Staff recommends that the Planning Commission adopt Resolution No. 2025-013 recommending that the City Council approve Conditional Use Permit (CUP) 25-004, Site Plan Review (SPR) 25-039, with the attached Conditions of Approval, and make a determination of exemption from California Environmental Quality Act (CEQA); and Resolution No. 2025-014 recommending that the City Council adopt Development Agreement (DA) 25-002 and make a determination of exemption from CEQA.

Recommendation to the City Council regarding Conditional Use Permit (CUP) 25-001, Site Plan Review (SPR) 25-026, Development Agreement (DA) 25-003, and determination of exemption from CEQA: A request to approve a cannabis microbusiness retail establishment (“STIIIZY”), in conjunction with a manufacturing and distribution use, on a 4,600 square-foot commercial tenant space and associated interior tenant improvements, within the PCD (Planned Community Development) / M-1 (Light Manufacturing) zone, located at 754 E Arrow Hwy, Covina, Ca, 91722 (APN: 8405-003-032), and making a determination of exemption of the California Environmental Act (CEQA) guidelines.

  • Staff Recommendation:

    Staff recommends that the Planning Commission adopt Resolution No. 2025-011 recommending that the City Council approve Conditional Use Permit (CUP) 25-001 and Site Plan Review (SPR) 25-026, with the attached Conditions of Approval, and make a determination of exemption from California Environmental Quality Act (CEQA) ; and Resolution No. 2025-012 recommending that the City Council adopt Development Agreement (DA) 25-003 and make a determination of exemption from CEQA.
