Public Comments: Time is reserved during the Public Comments portion of the meeting for those in the audience who wish to address the Planning Commission on items listed on the agenda (e.g. Consent Calendar, Continued Business, and New Business items) and items not listed in the agenda within the subject matter jurisdiction of the Planning Commission, except for Public Hearing items. Members of the audience will have the opportunity to address the Planning Commission regarding Public Hearing items at the time the public hearing is held. 

All communications are to be addressed directly to the Planning Commission and not to the members of the audience. Each speaker is limited to a total of five (5) minutes, subject to the Chairperson's discretion to amend time limits. A speaker's time may not be transferred to another speaker. State Law prohibits the Planning Commission from taking action on any item not on the agenda.

• Staff Recommendation:

PH 1. Zone Change (ZCH) 25-01

The City initiated a Zone Change to amend zoning designation and the City’s Official Zoning Map for 340 parcels throughout the City from the existing RD Residential Zone (Multifamily – RD 1250 and RD 1500) to High Density Residential (HDR) Zone. The proposed rezoning will make the properties' zoning districts consistent with the General Plan land use designation of High Density Residential as required by Government Code Section 65860.

Staff Recommendation:

After the Planning Commission conducts a public hearing and considers public comments, it should adopt the attached Resolution 2025-003 PC recommending to the City Council that Zone Change (ZCH) 25-01 be approved and make a determination of exemption from CEQA.

NB 1. Resolution 2025-002 PC

A resolution finding that the proposed FY 2026-2030 City of Covina Five Year Capital Improvement Program (CIP) is consistent with the goals and policies of the Covina General Plan and making a determination of exemption from CEQA.

• Staff Recommendation:

  Staff recommends the adoption of Resolution 2025-002 PC finding that the proposed FY 2025-2026-2029-2030 City of Covina Five-Year Capital Improvement Program is consistent with the goals and policies of the Covina General Plan, and making a finding of exemption from CEQA.

The Planning Commission will adjourn to its next regular meeting scheduled for May 13, 2025 at 7:00 p.m. inside the Council Chamber at City Hall, located at 125 East College Street, Covina, California, 91723.

The Community Development Department does hereby declare that the agenda for the April 22, 2025 meeting was posted on the City’s website and near the front entrance of Covina City Hall, 125 East College Street, Covina, in accordance with California Government Code Section 54954.2(a).
