To address the Planning Commission please complete a yellow speaker request card located at the entrance and give it to the City Planner. Your name will be called when it is your turn to speak. Those wishing to speak on a LISTED AGENDA ITEM will be heard when that item is addressed. Those wishing to speak on an item NOT ON THE AGENDA will be heard at this time. State Law prohibits the Commissioners from taking action on any item, not on the agenda. Individual speakers are limited to five minutes each, unless, for good cause, the Chairperson amends the time limit.

All matters listed under the consent calendar are considered routine and will be enacted by one motion. There will be no separate discussion on these items prior to the time the Planning Commission votes on them unless a member of the Planning Commission requests a specific item be removed from the consent calendar for discussion. 

Conditional Use Permit (CUP) 26-002 and making a determination of exemption from CEQA: A request to modify the existing (CUP) 00-015 to upgrade from a Type 20 ABC license (off-sale, beer and wine) to a Type 21 ABC License (off-sale, full-line) to an existing convenience store within the MUOD (Mixed-Use Overlay District) and C-2 (Neighborhood Shopping Center) zone, located at 1481 N Hollenbeck Ave, Covina, CA, 91722 APN: 8408-020-015.

  • Staff Recommendation:

    Staff recommends that the Planning Commission adopt Resolution No. 2026-004 PC approving Conditional Use Permit (CUP) 26-002 with the attached Conditions of Approval, and making a determination of exemption of the California Environmental Quality Act (CEQA) guidelines.

Resolution 2026-005PC finds that the proposed FY 2027-2031 City of Covina Five-Year Capital Improvement Program (CIP) is consistent with the goals and policies of the Covina General Plan and finds this item exempt from CEQA

  • Staff Recommendation:

    Staff recommends the adoption of Resolution 2026-005 PC, finding that the proposed FY 2027-2031 City of Covina Five-Year Capital Improvement Program is consistent with the goals and policies of the Covina General Plan, and making a finding of exemption from CEQA.

The Planning Commission will adjourn to its next regular meeting scheduled for May 12, 2026 at 7:00 p.m. inside the Council Chamber at City Hall, located at 125 East College Street, Covina, California, 91723.
